(1) Aspiring sincerely to an international peace based on justice and order, the Japanese people forever renounce war as a sovereign right of the nation and the threat or use of force as means of settling international disputes.
(2) In order to accomplish the aim of the preceding paragraph, land, sea, and air forces, as well as other war potential, will never be maintained. The right of belligerency of the state will not be recognized.
How many brothers and sisters from all over the world know that we, the Japanese have the Article 9 of the Japanese constitution as I wrote above. I don’t know what you think about when you read it. Probably, some friends might think It is a great article and I respect the Japanese government who made it and who are keeping it until now as I thought, or some other friends might think “Of all the wild extravagant article!’ and what if somebody want to make war with you? or But you Japanese have the Self-Defense Forces! etc..
But, in the fact, Because of this article, we, the Japanese haven’t died with war, not even one person, for 70 years from the Japanese constitution establishment.
For me who is living for less than half of this 70 years, this is not an unrealistic article, this is really a Japanese thought who lost the WWⅡ, who have regrets about that war and who will never go there again, and I’m proud of being a Japanese at this point.
Well then, How many brothers and sisters from all over the world know that a musician had read it in front of a lot of people at the Shibuya station for the house of councilors election, around 3 years ago.
His name is Yohei Miyake.
Who is one of the Japanese musicians but also who lost the house of councilors election 3 years ago even though, he got 176,970 votes.
My dear brothers and sisters, I want to apologize to you that I can’t write a continuation of the last post “Porque que es estoy aqui 2/2” but instead I’m writing a quite different one from the post and also it is a quite difficult topic with my English skills as you can understand when you read this introduction. But for me who is a Japanese, I couldn’t help writing about it, because I read and watched a lot of posts and videos about this problem on my facebook timeline every day. Even though my English is not enough, my knowledge of politics is almost nothing, or how many people would read it exactly, I thought that I need to write about it now. Because I have a sense of incongruity about what the Japanese government is supposed to do. I don’t know that I can write it with a good English, with the right information but I want to read it all of friend and I want you to think about Japan and this world again with this problem. I already freaked out that I can keep the deadline or not at this moment, though.
At first, I want to say you that I am stupid as you think about me. Of course, I also don’t have a good knowledge of politics and this is embarrassing to say, I have never been voting before. Furthermore to say, I haven’t been interested in politics, I thought that government is none of my life as the occurrence from the another world.
But about 3 and half years ago when I started a new part-time job on the call center, I met a man there. He is a guitarist who is playing guitar in the half of his life and who has 3 different bands that time. He was kind of my working partner and we shared our customers of that job because his desk was next to me. We talked about the world situation, about the urban legend, or about our future on every break and he taught me a lot of things with his crazy knowledge. Yes. His name is Sasakichi and the manager of our bar now.
In 6 months since we first met, when I realized again, I started to open the bar in Shimokitazawa with him. I don’t know why we opened the bar together exactly if I think it now because we didn’t have things in common. I was just an unsuccessful street artist and he is also that kind of musician.
But we are the same age, we like drinking and smoking, we just want the world to be peaceful with our own skills and those were enough reasons to open a bar together at that time. Also, I think all the situations of that time let us open the crazy bar together at that place (I’ll write about it on my story next time).
However, as soon as we started running the bar, I became to unlike his way. Because he was always talking about music or playing guitar, I wasn’t interested in it and I felt some jealousy because I couldn’t follow it. We had awkward days (I might have just felt it, though because he didn’t do something wrong) and fought a lot of times. But the biggest reason that I couldn’t run happily with him was that he always talked about the politics with every customer and if the customer was interested in it, he couldn’t stop talking until they went home. Actually, His band supported a candidate: Taro Yamamoto for the Japanese general election on December 2012, he played on the street oratory, I also went to their street oratory and I cheered them and looking back I think we became close friends because of this election (their candidate lost this election though). But in this case, I just wanted to drink with customers, talking easier, idle or silly stories as their daily story, I couldn’t understand what he was talking about and I didn’t feel that our bar is really an awesome bar at that time.
One and half months had passed since we opened the bar, the house election campaign kicked off. Of course, His band supported candidates Taro Yamamoto & Yohei Miyake and they played on the street oratory again. The wall of our bar was covered with a lot of election posters of them and our customers also talked about that election every night.
I still felt not good about it but I became to understand little by little what they want to say exactly and what’s Japanese government going on now in this world while watching their speech on youtube or talking with Sasakichi and our customer. Then I was obsessed with the magic of Yohei Miyake who is just a musician but who suddenly appeared in this election.
When I saw his speech the first time when he supported Taro Yamamoto for the Japanese general election 2012, I really remember that I thought what clever he is. The best things in all his words was easy to understand for me who doesn’t like difficult topics and who wasn’t interested in politics and if I listened to even one of his words, I couldn’t stop until the end like listening to a long song (In fact, he sang several songs on his speech).
When he was a candidate, he was also the same as above. He had a slogan “converting the election into a festival” and made a new system of election: Election × Festival. He wore T-shirts, shorts, caps and he was barefoot and he had a beard. Setting a big sound system and a lot of musicians played music and he and Taro Yamamoto appeared to us with an easily understandable word.
He named that election system “選挙フェス-Senkyo (means an election in Japanese) Fest” and he runs around 26 places of the whole country for 17days. the Senkyo-fest became bigger and bigger, he shouted “Yah Man!!” and appeared to us seriously and kindly. But he didn’t say any violent words against another political party, he didn’t constrain us to vote for him. Just peacefully, just naturally, he appealed us to go to vote and to discuss politics to each other.
Then, he got 176,970 votes and he lost. (Fortunately, Taro Yamamoto won it.)
3 years have passed since that time, the Senkyo-fest and he came back in front of us.
The only different things as 3 years ago are that he wears long pants and a shirt with a collar. He said why he came back there at the kick off party because it is our last chance to stop out the control of the Japanese government. Now, the things which he said 3 years ago, which my manager also said again and again at our bar since that time will be realized on the hands of the government.
So, what does the government want to do?
They say that the Japanese government wants to do a constitutional amendment and if the political party of they want to do it, they win 2/3 seats, they will realize it. So, Why they want to do a constitutional amendment and what they want to do with the new constitutional law? I found the Draft for the Revised Constitution by the Liberal Democratic Party which was translated into English (by 明日の自由を守る若手弁護士の会-The Young Lawyer’s Association for The Future of Freedom- http://www.asuno-jiyuu.com/2013/11/blog-post.html) and I want to show you to imagine what they want to do after this election. Yes, they want to change that great article which I mentioned first and this is a draft of the new article 9.
Article 9. Aspiring sincerely to an international peace based on justice and order, the Japanese people renounce war as a sovereign right of the nation, and cease the threat or use of force as means of settling international disputes.
2. The provisions in the preceding paragraph shall not prevent from exercising the right to self-defense.
(National Defense Force)
Article 9(2). In order to ensure peace and independence as well as for the safety of Japan and the Japanese people, we shall possess the National Defense Force under the prime minister as commander-in-chief.
2. When carrying out tasks provided under the provisions in the preceding paragraph, National Defense Force shall be subject to Diet approval and other controls as required by law.
3. Besides the activities to perform the duties provided in paragraph 1, the National Defense Force shall conduct internationally cooperative activities in order to ensure peace and safety, as well as maintain public order or protect to the lives and freedom of the Japanese people, as required by law.
4. Besides the provisions defined in the preceding two paragraphs, matters concerning the National Defense Force establishment, regulations and security protection shall be established by law.
5. In order to deal with crimes, pertaining to duty or confidential matters of the National Defense Force, which are committed by National Defense Force service members or other public officials, the military court shall be established in the National Defense Force. In this instance, the defendant’s right of appeal to the normal court must be guaranteed.
As you read it, I don’t think it is a peace treaty as same as present Article 9. They want to get the right of self-defence and National Defense Force and as far as I could read it, It must not be the article 9 that we never a make war as now. Furthermore, they said then.
● Chapter 9 State of Emergency
(Declaration of Emergency)
Article 98. In case of external armed attack situation, social disorder due to internal insurrection, large-scale natural disaster such as earthquakes and other states of emergency as provided by law, the Prime Minister may, when it is found to be particularly necessary, declare the emergency by putting the matter to the cabinet, as provided by law.
2. The prior or subsequent approval of the Diet is required for the declaration of emergency, as provided by law.
3. The Prime Minister must cancel the declaration of emergency by putting the matter to the cabinet, as provided by law, in the situations as follows: when the Diet disapproves the declaration of emergency in cases mentioned in the preceding paragraph, when the Diet resolves to cancel the declaration of emergency, and when it is found to be unnecessary to continue the declaration of emergency as a result of changes in circumstances. When it is found to be necessary to continue the declaration of emergency more than 100 days, the prior approval of the Diet is required for each 100 days.
(Effect of The State of Emergency Declaration)
Article 99. When the state of emergency is declared, the cabinet, as provided by the law, may issue executive orders which have the same effect as law and the Prime Minister may execute necessary expenditures, other dispositions, and may issue necessary orders to the local governors.
2. The subsequent approval of the Diet is required for the executive orders and dispositions in the preceding paragraph.
3. When the state of emergency is declared, every person shall be subject to instructions of the state and other public organs issued to protect people’s lives, bodies and properties, as provided by law. In this case, articles 14, 18, 19, 21 and any provisions concerning fundamental human rights, shall receive maximum respect.
4. During the period when the state of emergency is declared and in force, the House of Representatives shall not be dissolved, and terms and election date of members of both Houses shall be arranged, as provided by law.
● 第９章 緊急事態
So, It is too difficult to understand even if I read it in Japanese, but easy to say, I think it is the article in which Japan could be a dictatorship. If some problem will happen in Japan, the prime minister can decide and do everything by himself. I can’t think anymore but I think they just want to make war and that’s way, they really want to change the constitution for it. If there is some terrorist attack in Tokyo, of course, Japanese people get into a panic and the prime minister announces it as soon as it happens. He used the new article 9, we should attack your country on the pretext of defending our country. Also, we are Japanese, that doesn’t have the right to command our army. US government has it and we should go to war with command of US and I think we also have to go to war where the US is participating as well.
So, What should we do? Yohei Miyake talks to us.
STOP 2/3 SEATS
According to the public opinion by the media, the agreement party of the constitutional amendment would win over 2/3 seats and he said we can’t change the number of people who will vote them because of the voting bloc. But he said that’s why he decided his candidacy. It is difficult to change their mind of those who want to win, and so, who will vote for him as a musician, a hippie, shout “Yah Man!!”, with the beard, with the hair extension from them? His real aim is “being the choices for them who haven’t been interested in politics and who have never voted, as me. From this time, Starting with the over 18 years old people, it will be possible to vote. As me who is not interested in politics but Is writing about it in poor English, If they listen to his voice, his soul, and his music, I’m sure that he can win the election and if they will be interested in politics and they will have a distrust of what the government wants to do and discuss with friends or family, We would stop 2/3 seats.
Of course, He also has several awesome campaign promises. For example, measuring the level of radiation in the entire Japan as a state enterprise and stop nuclear power plants and convert to regenerated energy (R-hydrogen), abolish a consumption and taxation the financial property (stock, the foreign exchange market) and more.
But unfortunately, I can’t explain it one by one because my time to write seems to run out.
Thank you for reading it until the end. I started to write it from looking up the word “election” in the dictionary but I really couldn’t stand writing what’s happening in Japan when I watched his Kick off speech.
You might be thinking that If I want him to win the election, if I want to overturn a public opinion and Stop 2/3 seats, I should have written it in Japanese for Japanese friends. But every friend around me already know him, there are a lot of people who can write about it with better knowledge and better Japanese and I also didn’t understand all things.
I just wanted you to know what’s happening in Japan right now. and also, I just wanted to introduce him, a musician and a revolutionist, Yohei Miyake to you. Today, we come to a crossroad in our future. Keep fighting a war and killing the innocent victims and nature, or Never do it. We will do just as certain persons who get tons of profit with the war, or standing up and shouting at the top of our voice as him.
I believe that we can make this world peaceful from the hottest Japanese festival with him, and that’s why I’m writing this post in English.
I believe that we can stop the war happening all over the world from keeping and shearing with your country the Article 9 of the Japanese constitution, and that’s why I want you to keep your eyes on until the end of this festival and where the new Japanese government wants to go.
Then, when he becomes a Japan’s representatives to the world meetings, please be friendly with him and your country’s representatives who have the same mind.
Thank you everybody for reading it.
If this dream really comes true, let’s drink at Bar Ghetto with us.
